This guy filmed the first part of this video from inside the evacuation zone during the Tsunami. He’s lucky we didn’t get a bigger surge!
The second part he either got smarter or was kicked out of where he was. About 2:27 you can see a car in the top right of the video. Since it was closed to traffic I’m wondering
